Summary:
The poverty rate in Indonesia since
2006 shows a significant decline. However, this decline seemed slow in
the following years. The report of the Central Statistics Agency in March
2015 showed that the poverty rate had actually increased. Indonesia's
current poor population has increased by 860,000 from 27.73 million (10.96
percent) in September 2014 to 28.59 million people (11.22 percent) in March
2015.
UGM Public Policy Expert, Dr.
soc.pol. Agus Heruanto Hadna, said that the government has used the definition
and parameters of poverty that have been weak so that the picture of poverty
figures looks positive compared to the reality. The weakness of this definition
and parameter of poverty finally influences the effectiveness of implementing
poverty alleviation programs.
Hadna regrets that so far poverty
definitions and parameters have only been seen from one dimension. Therefore,
it is not surprising that poverty alleviation policies and programs are always
directed at job creation. Because the logic of thinking that is applied is how
poor people get better income
Indonesia should pay attention to
the steps taken in an effort to overcome poverty. In many countries, aspects of
inequality have been included in poverty alleviation programs at the
Sustainable Development Goals (SDGs). The tenth point of the SDGs
mandates to reduce inequality both that occurs between countries and within
countries. Economic growth is not effective enough to reduce poverty so
that the dimension of sustainable development needs to be involved. Each
region can develop indicators or parameters of local poverty that reflect the
real conditions in the community to overcome existing inequalities. In
addition, it can be more easily used as a guideline in implementing poverty
alleviation programs in each region.
